Waste transfer notes explained: what they are and when operators read them
Skip-hire, transfer, and treatment operators often hold an environmental permit and move waste under duty-of-care rules. A waste transfer note (WTN) is the transfer record — separate paperwork from permit conditions, but CARs sometimes cite missing or incomplete WTNs as findings. This guide explains what WTNs are on published GOV.UK materials; not how to complete them for a specific load.

What a waste transfer note is
Under UK waste duty of care, waste must be transferred with a description that enables safe handling and lawful recovery or disposal. A WTN (or equivalent electronic record) documents each transfer between parties.
Published GOV.UK duty of care guidance (OGL v3.0) describes the information that should accompany transfers, including:
- Waste description and EWC code.
- Quantity and container type.
- Transferor and transferee details.
- Date and place of transfer.
- Declaration that waste hierarchy options have been considered (where required on the form).
WTN vs permit — keep the documents separate
| Document | What it regulates | CARBrief core scope |
|---|---|---|
| Environmental permit | Site activities, emissions, storage limits | Primary — how to read a permit |
| Waste transfer note | Individual transfer between holders | Adjacent — cited when CAR lists duty-of-care gaps |
| Waste exemption registration | Low-risk exempt activities | See waste exemptions guide |
Season tickets and bulk transfers
Operators with repeated transfers between the same parties may use a season ticket WTN covering multiple loads, with load-specific details added. CAR findings may reference inadequate season-ticket coverage — CARBrief quotes the CAR line; we do not audit your ticket book.
When WTNs appear on a CAR
EA inspections may record:
- Missing WTNs for outbound or inbound loads.
- Incorrect EWC codes on transfer paperwork.
- Incomplete duty-of-care records alongside permit conditions.
Read the category and points on the CAR — often C3 or C4 for administrative gaps — see C3 and C4 guides. Link permit conditions via linking CAR findings to permit conditions.
What CARBrief does not do
- Complete or template WTNs for your operation.
- Advise carrier registration or broker status.
- Replace waste-consultancy on duty-of-care systems.
We read permits and CARs you order. When a CAR cites WTN paperwork, we include that finding in the sourced PDF.
FAQ
Is duty of care the same as permit compliance?
Related but distinct legal frameworks. Many operators need literacy on both; CARBrief's products centre on permit + CAR reading.
Where should I keep WTNs?
Published guidance requires records to be available for inspection. See what evidence to keep for CAR-focused record habits — not a full duty-of-care manual.
