Reading site closure and restoration findings on a CAR

Informational only. Not legal advice. Not enforcement strategy.

Landfill, waste treatment, and some industrial permits include closure plans, progressive restoration, and aftercare monitoring. When officers inspect during closure phases, CAR rows may cite missing restoration levels, inadequate aftercare monitoring, or closure plan updates not submitted — even while parts of the site remain active. This guide helps operators read that wording on the published form.

Closure CAR vs surrender

Permit surrender explained covers surrender as a permit status change on the public register. A CAR during closure records compliance findings at inspection — you may see both documents in the same project phase. CARBrief reads the CAR you provide; we do not merge surrender correspondence without source.

Overlap with leachate and monitoring

Aftercare often repeats leachate and gas monitoring themes — leachate management findings, monitoring data findings. Read each non-compliance line; do not collapse into one informal “closure package”.

Questions

When do closure findings appear on a CAR?

During phased closure, final restoration, or aftercare monitoring when permit conditions require closure plans, progressive restoration, or post-closure gas and leachate checks. Active operational sites may still receive restoration rows if interim phases are due.

Is this the same as permit surrender?

Related but distinct. Surrender is a permit status change. CAR rows cite whether closure and restoration milestones in the permit were met at inspection — see permit surrender explained for surrender literacy.

Will CARBrief write our closure plan?

No. CARBrief reads published CAR wording. Closure plan authoring is outside our product.
