Reading asbestos and hazardous waste findings on a CAR

Informational only. Not legal advice. Not enforcement strategy.

Transfer stations and treatment sites permitted for specific waste streams may receive CAR non-compliance rows about asbestos segregation, WAC failures, or acceptance of wastes outside the permit. Operators read those lines to prioritise responses and pull permit conditions — not to interpret health and safety law from a guide.

Where asbestos and haz-waste rows sit

Common breach descriptions

CAR wording patternPlain-English reading
Asbestos not segregated / mixed with other wastesSegregation and acceptance breach
Waste accepted outside permit descriptionAcceptance gate — permit schedule
WAC / laboratory resultsLandfill or treatment criteria breach
Incorrect EWC codes on paperworkDocumentation row — may score separately
Storage time exceeded for hazardous wasteDwell time — link to storage conditions

Permit conditions and schedules

Each row should cite a condition — linking CAR findings to permit conditions, how to read a permit. Standard rules permits may use different schedule labels — standard rules vs bespoke permits.

Scoring and band impact

Hazardous waste breaches may score heavily on foreseeable impact — C3, what CCS scores mean, can scores increase fees.

Response actions and enforcement path

Note officer actions and deadlines — CAR response deadlines, what happens after a CAR, enforcement notice vs CAR.

Containment and pollution overlap

Leachate or bund issues may appear alongside haz-waste rows — bund and drainage findings, pollution incident response findings.

Reading checklist

  1. List each asbestos/haz-waste non-compliance with cited condition.
  2. Separate acceptance, storage and documentation rows.
  3. Pull permit waste codes and allowed processes.
  4. Record category/points per row — do not merge scores mentally.

Questions

Where do asbestos findings appear on a CAR?

Under waste acceptance, hazardous waste management, or documentation rows when the CAR cites permit conditions about waste types, WAC, or segregation.

Are asbestos rows the same as WTN breaches?

Not always. Documentation rows target paperwork; acceptance rows target whether the waste should have been received. Read each non-compliance line separately.

Will CARBrief advise on asbestos removal?

No. CARBrief reads published CAR wording. Asbestos work is for licensed contractors and specialists.
